MASS SURVEILLANCE (2021) - A person can arrest any other person committing what they call
an arrestable offence, but only a police officer can arrest someone on
reasonable suspicion of an arrestable offence. If he doesn’t see it, but thinks
someone did it, then they can arrest them. If you see a police officer do
something illegal, you can arrest them. Examples of police misconduct include police brutality, dishonesty, fraud,
coercion, torture to force confessions, abuse of authority, and sexual assault,
including the demand for sexual favors in exchange for leniency.
